we should increase the damage of moonblade and Draenei Vindicator - Marrad it too little
and fix the hp toolbar balance with the size of unit

I don't know about hp toolbar, I think it balanced already.

And how about new skill for The Judge?

i have an idea i hope it will be useful
we may add a holy gate at mid lane for light or dark protal for dark
it has 5000 hp and only can destroy after the cannon tower and the dark portal was destroyed . after the gate/ portal was destroyed it will summon a creep every 1 minute ( like the creep has stun ability at late game but it doesn't have stun ability has 4000hp 10armor chaos damage 190-200) only at mid game  can summon two creep because there are 2 cannon tower / tentancle .
if hero kill it he will get 800 gold and 3 lumber
and all of creep in that lane increase double damage and armor

I appreciate your suggestion, BUT that is very boring task and takes a lot of time, also result is way too subjective to judge.
What is wide for you may be too small for someone else... and similar.

1. Please tell me why we should up Fel Shield to lv 4?
At lv1: he recieves 300 damage to become Invulnerable => why he wants to receive more damage to become Invulnerable ?
2. Can Invulnerable be out of disable spell ? If Zagg is under stun spell, silent spell or effect of Wendigo, or something else and at this time, he receive enough damage, can he out of effect of spell?
3. Can you change Zagg's Ultimate skill to some cast spell skill?
I suggest Self Explode
Type: Passive. When he's attacked, he has 7/9/11% to explode him self and deal 200/300/500 damage to all units around him.
Or Bind spell:
Type: Active. He can bind enemies and burn mana or hp in few seconds. This spell can't stopable.

4th Bear conversion was obviuous also, but are you sure you want to be ulti? I mean we have already many avatar and meta heros. also more damage, more hp and critical is not quite original IMO.

At now, i know why Onewithdarkness said that. 0.73b has 2 heroes has Avatar spell  :-[
